Operating Standard:

Unless otherwise regulated by an external agency or licensing requirement, university youth programs should follow American Camp Association (ACA) recommended adult-to-child ratios:

  • 5 years and younger* - 1 adult for each 6 youth in day programs and 1 adult for each 5 youth in overnight camps
  • 6-to-8 years - 1:8 for day and 1:6 for overnight
  • 9-to-14 years - 1:10 for day and 1:8 for overnight
  • 15-to-17 years - 1:12 for day and 1:10 for overnight

*Programs serving youth from birth to age 5 should also refer to applicable child care sector guidelines

 

There should always be at least two supervising adults within sight and sound of each group of youth during active program times. This practice of “Two Deep” supervision provides support in the event of an emergency and eliminates the possibility of private, one-on-one contact.

 

It is recommended that groups of more than 30 youth should be divided into subgroups, each with adequate "Two Deep" adult supervision.

 

Youth participants should be within sight and/or sound of adult supervisors at all times. Exceptions to visual supervision include areas where privacy is expected, such as bathrooms or locker rooms, where supervising adults should remain within hearing distance by waiting nearby.

 

To avoid peer-on-peer abuse, youth should not be left alone with another unrelated youth. Follow the “Rule of Three” principle, where no fewer than three people are always present during all program activities (e.g., one adult and two children, or two adults and one child).
